Foundation of the relevance of an academic higher education program under a complex systemic structur

Abstract
The creation of academic programs in higher education must be in accordance with the needs of the specific sector that requires training. This process begins with the identification of the specific needs of the sectors that require the qualification of personnel and the training focus that is needed. To identify the needs of the productive sector and substantiate the relevance of the offer and development of an academic higher education program, it is necessary to recognize the territories, based on a local reading with global projection, allowing the dynamization of knowledge around all situations that emerge from a complex system. The paradigm used corresponds to the fusion between the Open Innovation methodology of the quadruple helix, which allows reality to be visualized in a holistic, but at the same time delimited, way, defining all the actors that intervene directly or indirectly with the system, the relationships between them and the delimitation of the scope of training. To develop this methodology, 3 principles are defined, namely: Principle of formation of the complex dynamic system, with the participation of the local and regional government, industrial sector, relevant unions, society and academia/research. Dialogical principle, in which specific relationships and products emerge from this system and that only result from this interrelation between actors of the created system and the system with the local environment and finally the hologrammatic principle in which the resulting information that has been produced is obtained. by the interaction of all the actors in the system and which is in turn found in each of them. This allows a real connection and a result of needs according to the information provided by the actors in the system. It is concluded that the formation of the Complex dynamic System around a sector allows a specific relationship within the system, a situation that leads to the emergence of situations and information that would not occur under individual conditions and that exceed the individual information of the actors in the system. ; that all elements of the system operate as a giver and receiver of information, facilitating the flow and contributing to the obtaining of new information; that the needs obtained in this methodological exercise correspond to unique and real information that emerges from the created system; Because it is a complex dynamic system, it is changing over time, adaptive, flexible and is circumscribed in a particular context, therefore, of a local nature with a global projection.
Resumen
La creación de programas académicos en educación superior debe estar acorde a las necesidades del sector específico que requiere la formación. Este proceso inicia con la identificación de las necesidades específicas de los sectores que requieren la cualificación del personal y el enfoque de la formación que se necesite. Para Identificar las necesidades del sector productivo y fundamentar la pertinencia de la oferta y desarrollo de un programa académico de educación superior, es necesario realizar el reconocimiento de los territorios, a partir de una lectura local con proyección global, permitiendo la dinamización del conocimiento entorno a todas situaciones que emergen de un sistema complejo. El paradigma utilizado corresponde a la fusión entre la metodología de la Innovación Abierta de la cuádruple hélice y un modelo sistémico complejo, que permite visualizar la realidad de manera holística, pero a la vez delimitada, definiendo todos los actores que intervienen de manera directa o indirecta con el sistema, los relacionamientos entre ellos y la delimitación del alcance de la formación. Para desarrollar esta metodología, se definen 3 principios, a saber: Principio de conformación del sistema dinámico complejo, con la participación del gobierno local y regional, sector industrial, los gremios a que haya lugar, la sociedad y la academia/investigación. Principio dialógico, en el que emergen relaciones y productos específicos de este sistema y que solo resultan de esta interrelación entre actores del sistema creado y del sistema con el entorno local y finalmente el principio hologramático en el que se obtiene la información resultante que se ha producido por la interacción de todos los actores del sistema y que se encuentra a su vez en cada uno de ellos. Esto permite una conexión real y un resultado de necesidades acorde a la información suministrada por parte de los actores del sistema. Se concluye que la conformación del Sistema dinámico Complejo en torno a un sector permite un relacionamiento específico al interior del sistema, situación que conlleva al surgimiento de situaciones e información, que en condiciones individuales no se producirían y que superan la información individual de los actores del sistema; que todos los elementos del sistema operan como dador y receptor de información facilitando el flujo y coadyuvando a la obtención de nueva información; que las necesidades obtenidas en este ejercicio metodológico corresponde a una información única y real que emerge del sistema creado; que por ser un sistema dinámico complejo es cambiante en el tiempo, adaptativo, flexible y se encuentra circunscrito en un contexto en particular, por tanto, de carácter local con proyección global.
